Cyber Pacific will be identifying key cyber issues in the US Army’s partnerships with Taiwan and Japan and producing policy recommendations to improve them.

What is the Cyber Pacific Project?

The Cyber Pacific project aims to produce a ten year policy road map to navigate the critical cyber issues threatening US Army operational effectiveness in the Western Pacific in the current ‘decade of maximum danger’. The Chinese Communist Party and its People’s Liberation Army have demonstrated the will and means to use force to change the status quo in the region. By manipulating current ‘gray zones’ in international law across multiple domains, notably the cyber and maritime domains, the CCP has taken bold steps to prepare the PLA to achieve its stated goal of ‘Winning Informatized Local Wars’. Taiwan and Japan are key partners, allies, and targets in this emerging scenario.

Utilizing the threatcasting method, Cyber Pacific will entail nine months of interdisciplinary research and consultation with a network of faculty across UT campus, culminating in two threatcasting workshops in the spring and fall of 2023. These events will bring together relevant experts and practitioners who will work with us to identify critical cyber security, law, and information warfare (IW) policy issues that affect our partners in Taiwan and allies in Japan.
